In Turkey, Ankara, Izmir and Istanbul are among the places where Syrian refugees are accumulated. The project activities of BFW NRW gGmbH and STL Global (Toplumsal Dönüşüm Yaşam ve Kalkınma Derneği – STL Global) concentrate on the project regions Ankara and Istanbul.

The eruption of the civil war in Syria in 2011 caused a huge influx of Syrian refugees to Turkey. Currently, there are about 2 million registered people and about another 1 Million of unregistered people in the country. Most of the Syrian people geographically concentrate on provinces such as Gaziantep, Şanliurfa, Hatay and Kilis. Generally, there is a high mobility between the Syrian, regarding the change of location in Turkey as well as the movement via sea and land to Europe that intensified in 2015.

According to EU-Directive 2001/555/EC, refugees enjoy the status of being “a person temporarily seeking protection” [1]. This also means they have the right to get a restricted residence permit, provision of medical care, access to the education system and an accommodation. A Migration law that came into force October 2014 changed this status into Turkish rights, but there is missing a definite implementing order. Access to services such as health and education depend on registration and the possession of an identification number.

The main problem for most Syrian refugees living outside of the camps is the gainful employment. To improve that situation, the Turkish government expanded its support for Syrian refugees continuously. This way, Syrian refugees received the “temporary protection” status that secures them access to health services, education and, since the beginning of 2016 and under certain circumstances, a work permit. The work permit is considered an essential requirement for an improvement of the refugees’ life situation. With this step it is expected to reduce the informal employment relationships, that are quite common for Syrian refugees, and that way give them an opportunity of long-term perspectives in the local community.

The Berufsförderungswerk der Bauindustrie NRW gGmbH

The BFW NRW gGmbH (Vocational Training Institute of the Construction Industry in North-Rhine Westphalia) is the subsidiary firm of the Bauindustrieverband NRW e.V. (construction industry association in North-Rhine Westphalia).

The Training Institute of Construction is a non-profit organisation and supports the building companies in addition to the company training and further education and state educational institutions. It maintains three inter-company training centres in Oberhausen, Hamm and Kerpen. These stand for the inter-company training of young people in the industrial, technical and commercial construction professions. In addition, the Vocational Training Centre also provides training for employees of construction companies who are already working and offers retraining for people from other professions in various construction professions.

  • External vocational training in industrial, technical and commercial occupations

  • Retraining of people with no experience for the start in the building industry

The educational offer in the training centers includes:

  • Vocational training: industrial, technical and commercial training
  • Dual course of studies: higher education with parallel training to become skilled worker in building industry
  • Advanced vocational training: e.g. foreman, site foreman, industry master and construction machine minder
  • Further training: CAD-courses, courses in concrete restoration, Soft-Skill-Training
  • Company training: individual inhouse or in the training centers
  • Retraining: e.g. skilled worker; courses with IHK-check
  • Extra-occupational studies Bachelor Construction Site Management: also for employees without a degree (Abitur)
  • Hotel OVERNIGHT: attractive seminar and congress hotel in Kerpen
  • Vocational college Kerpen: first private vocational college of the building industry for commercial construction occupations in Germany

The training center of construction industry Kerpen (ABZ)

The training center of construction industry in Kerpen (ABZ Kerpen) was opened in 1980 and already impresses at first sight by its spaciousness. The terrain extends over 50.000m² in total, on which 20.000m² are built on. The modern training center replaces the location in cologne which was used from 1937 to 1980. In Kerpen, there are national courses for draftsmen (CAD) as well as in the area of pipeline construction. There is a dual course of studies in civil engineering offered in cooperation with the university of applied sciences and arts (Fachhochschule) in Köln and Aachen as well as the university Bergische Universität Wuppertal.

The ABZ is the first private vocational college of the building industry in Germany.

Moreover, there is a congress hotel, the Hotel Overnight, at this location, offering 40 rooms as well as conference and recreation rooms, where they can offer further education in a highly sophisticated atmosphere.

TAMEB (Türk Alman İşbirliğinde Mesleki Beceri Geliştirme Projesi – Türkisch-deutsche Partnerschaft für berufliche Qualifikation)

The TAMEB project is managed by sequa GmbH in Bonn and Ankara. The German Federal Ministry for Economic Cooperation (BMZ) is providing sequa with around EUR 17 million for the entire project in the first phase and around EUR 14 million for the second phase.

Within the framework of the TAMEB project, sequa has commissioned various institutions, including BFW NRW gGmbH, as sub-project partners for Ankara (sub-projects 01 and 05) and Istanbul (sub-project 02) to provide vocational training to Syrian refugees and disadvantaged Turkish groups.

The BFW NRW gGmbH has commissioned the organization STL Global as subcontractor for the implementation of the project in Ankara and Istanbul. The sub-project is also supported by the University of Ankara.

In Ankara and Istanbul, the funds will be used to pay for trainers, halls, insurance and daily allowances for trainees, among other things. In the meantime, qualification courses have been launched in the fields of pipeline construction (01 Ankara and 02 Istanbul) and house and building cleaning (05 Ankara).

By the end of the project, around 320 qualifications are expected to be handed out in 01 Ankara, 320 in 02 Istanbul and 280 in 05 Ankara (total: 920 qualifications).

The project aims to teach the Syrian and Turkish participants the necessary skills to derive an income from the pursuit of employed or entrepreneurial activities.

One outcome of the project is the integration of the certificated qualified employees in the Turkish job market (especially Turkish building companies). For this, Turkish/ international (building) companies are needed to supply internship positions.

Measures

Each project location will offer skills development schemes in various professional fields. Syrian participants will generally start with Turkish language training and an introductory course on socio-cultural living and working conditions in Turkey.

The know-how transfer between the German and Turkish partners is supposed to provide an added value for Turkey’s vocational training system. This will include such steps as the review, modification or supplementation of existing curricula as well as the development of new curricula. Further support will be provided to develop teaching and learning material, train teachers and trainers and improve the educational infrastructure.

Target groups

The project will be open to young and adult Syrians as well as underprivileged Turks (unskilled, unemployed). This will not only boost the integration of the Syrian refugees into Turkish society but also create an added value for the host communities. A special focus will be given to the support of women.

The preselection for suitable candidates takes place in cooperation with the Turkish partner STAglobal. The candidates will be tested on following factors:

  • Motivation,
  • Prior experience in the construction sector (skills to be certified)

Within 15 days the candidates will receive a corresponding applicant profile and an individual certification offer. The selection procedure is free of charge for the participants (TN). The pretested TN will receive the suggested learning unit („module“) at the location of the vocational training facility.

What is the TAMEB-project?

The eruption of the civil war in Syria in 2011 caused a huge influx of Syrian refugees to Turkey. By the end of 2015 only about twelve percent of the circa 2.5 million registered people were living in refugee camps. The large majority of refugees is now spread all over the country, especially in the provinces near the Syrian border. The large number and the long-term presence of the Syrians puts a strain on the Turkish state and particularly the municipalities that host them. The refugees usually lack a perspective that would allow them to plan their and their families’ future existence. Vocational Skills Development schemes can improve their prospects in Turkey, other destination countries or in their home countries once they return there.

The plan TAMEB, which is being sponsored by the Federal Ministry for Economic Cooperation (BMZ) is supposed to contribute to that. sequa gGmbH was given the task for the realization of the TAMEB project. The BMZ provides Sequa with up to 15 million euros for the plan TAMEB („German-Turkish Partnership for occupational qualification/ Türk Alman Işbirliğinde MEsleki Beceri Geliştirme Projesi“).

The Vocational Training Institute of the Construction Industry in North-Rhine Westphalia (Berufsförderungswerk der Bauindustrie NRW, short BFW) as a partner in the Sequa project works in the locations Ankara (subproject 1) and Kilis (subproject 11).
